Justiniani alijitahidi kurudisha Dola la Roma katika fahari yake ya zamani (renovatio imperii, yaani kufanya upya dola) na kwa ajili hiyo alipigania upande wa magharibi dhidi ya wavamizi. Hata hivyo alifaulu kiasi tu.
